The recent background to investment in the NHS is impressive. In his 2002 budget the Chancellor announced increased spending on the whole of the NHS of 44% up to 2007/2008 creating total spend of £90 Billion. This was followed by the launch of the Governments £5 Billion IT strategy for the NHS that is designed to deliver 21st century IT support across the NHS by 2010. The additional funding will take total NHS IT expenditure up to £11.6 Billion over the seven years from 2003.

Leading these investments with the use of large numbers of management consultants is the National Programme for IT (NPfIT). The National Programme for IT in the NHS focuses on the key developments that will make a significant difference to improving the patient experience and the delivery of care and services. There are four key deliverables: electronic appointment booking, an electronic care records service, electronic transmission of prescriptions and an underpinning IT infrastructure with sufficient connectivity and broadband capacity to support the critical national applications and local systems.
